Storywise a Vashoth gives you greater flexibility. You come from outside the Qun but you could be curious about the culture your parents left, so you can engage in non confrontational discussion with Iron Bull. From there you could embrace the Qun philosophy or reject it as you see fit. If you were a Tal-Vashoth it is doubtful you would even give him house room, more likely kill him on sight.
Also, depending on how much information they give you, it is possible for you to develop entirely your own culture to base your decisions on, rather than being confined to someone else's. It probably gives you the greatest scope for character development of any of the races.
Plus maybe you can after talking to IB , decide the Qun sounds like a good idea and start following there ideals. imo I would have been dissapointed if we were Tal-Vashoth , It'll be quite interesting to see where the Vashoth Qunari is from / how they were never exposed to the Qun etc,
