Eventually people will mod it but it will take a while with no toolset and the new engine.
They have stated there are no plans on releasing a toolset at this moment. I've heard the engine is extremely difficult to mod, so best we expect probably some cosmetic mods. I'd suggest you don't hold out hope for any DAO like mod capability because I think it's highly unlikely we'll get any official mod creating support.

The Frostbite 3 engine is not a third party engine. D.I.C.E (Digital Illusions CE) is a division of EA. D.I.C.E uses the engine for the Battlefield series and Mirror's Edge. No toolset has ever been released for the engine. The engine is known to be difficult to mod (not impossible), but very few mods have been made for any of the games using the Frostbite engines.
