So far as I can tell he was still alive at the end of the Dawn of the Seeker and had just been promoted to rank of Enchanter at the White Spire. Since he seemed around Cassandra's age, that would make him around the same age as Rhys and Adrian, yet there was no sign of him at the White Spire in Asunder. Presumably he must have been transferred somewhere. Has any mention been made of him anywhere? I suppose Cassandra might be able to enlighten us or possibly Vivienne.
Whatever happened to Regalyan?

About 20 years have passed between DotS and where we are now in the timeline, so Regalyan might be dead.

If he was at the summit during the Breach he may have died. You're right in guessing that Cassandra may make mention of Regalyan, even in passing.

In all seriousness I hope they at least would mention Regalyan. Seems sort of wasteful to promote him to an important position like Enchanter and then just pull a Houdini.

I'll be pissed (in a good way) if he dies in the summit (but we can at least get to see him and talk to him for a while).

I'd be more upset if every previous character from books, comic or films is conveniently killed off at the summit. Way too obvious a plot device. Still he seemed like a nice decent sort of guy so it's not surprising if he gets the chop, particularly as there seemed to be some sort chemistry between him and Cass, which would be interesting since she is a romance. Since I will definitely start as a mage (still not decided about gender) then it would be surprising if she didn't at least mention him.

Like he isn't preachy about how right the circle is but still understands the dangers of magic, he's a healer who doesn't whine 24/7 about oppression, he's emotionally stable, humorous and light hearted. it'd be such a waste to not use him.

He's about on par with Wynne for me. So yeah I am pretty fond of him and would love to see him return, even if only for a short cameo. Hell, I'd even settle for a passing mention.

True. I hope we can know what happened to him in DA:I. My current guesses are:
-Died before the events in DA:I. Mages can die in other conflicts, after all.
-Died during the Breach explosion.
-Still alive, possibly part of Cassandra's loyalty mission.
The last one is the scenario I'd want, but I know it's the least likely to happen. Still hope Cassandra mentions him in one way or another.

Usually I'd only be concerned with tying up loose threads from in game, like what became of the Warden and Hawke, but increasingly there seem to be tie in novels, etc, that introduce characters that subsequently turn up in games or have an effect on the game world, which I'd quite to like have answered too:
- Regaylan is one, particularly because he was introduced in the same film as Cassandra. Even if he died before the events in Asunder, it would be helpful to know.
- This ties in with something else from that film and Asunder (and could account for his death), the apparent conspiracy within Templars ranks with certain mages to undermine or kill the Divine. It was a feature way back in 9:22 with the old Divine and emerged again in Asunder. I'm assuming that this will definitely tie in with events in DAI.
- How in the hell did Fiona become Grand Enchanter? She had no direct link with the Circle system having been a Grey Warden. Yet when the came time to elect a new Grand Enchanter, she was voted in. Why? She claims she came from the Wardens specifically to take action and that was continuously to press for independence for the Circles. Surely people knew this. When tensions were already high, why vote in a stranger?
- How much were the Wardens in support of her actions? I find it highly odd that the only person who has ever been killed for wanting to leave the Wardens (Jordy) hadn't even done the initiation rite. (Duncan claimed it was because he drew his sword but he only did that because Duncan was insisting on him doing the rite). I know Anders said you could never truly leave them because of the taint but Fiona doesn't even have that problem. Alistair was able to leave to become king, or simply because he had a hissy fit over sparing Loghain (odd sort of military order where there are no come backs for disobeying your commanding officer and another of senior rank), Anders may have faked his death but by mid-way through DA2 they were definitely aware he was still alive (again in most military orders that would be considered desertion) and Fiona was able to take on the role of Grand Enchanter (presumably with the approval of the order). Effectively the actions of two Grey Wardens, Anders and Fiona, led to the mage rebellion and completely independently of any possible infiltration of the order by Corypheus. Again I wonder if this is something that will be answered in DAI because there does seem a possibility that the Wardens were in favour of destabilising the Circle system or at the very least did nothing to prevent members of their order from doing so.

FYI the Nordic language the metaphor mentions is exclusive to Elder Scrolls and was never used on Earth.
