I was wondering if there is a function that allows you to, when using something, to make a placeable toggle between either becoming usable or unusable?
I also would like to know if making the item placeable/static is possible too.

You can't swap it between static and not, but you can switch between usable and non-usable with the SetUseable function. There's also a ga_ script to do it from within a conversation.
take notice of the "Script Assist" tool in the toolset scripting pane - it is very intuitive and will give results on just 3 characters - once you see the long list, you can add letters to come up with a short list of functions that may be what you're looking for 
examples: "get" "action" "int" etc...
Regarding the static toggle, you may have a workaround if you put two versions of the placeable at the same location (copy/paste the coordinates from one to the other to be sure) and set one as static, the other as not static.
Then, a simple script to reduce the scale (SetScale (oPLC, 0.001, 0.001, 0.001) - of course you need to define oPLC first!) will make the non-static placeable so small that it won't be selectable any more.
