Looks like Origin servers were having a bit of trouble, but should be coming back up now (affected all platforms, multiple games).

this is ridiculous!!! locking us out of the game just because the stupid servers can't verify the DLC they have verified 100s of times before so far?
enough is enough. verify the damn DLC once and let us play offline from there on out. blocking us out because "this save is dependent on DLC that is currently inaccessible" or whatever! and if you disconnect your net & restart the game, it won't verify the DLC it just verified 5 minutes ago and won't let you play your save.
enough is enough!

Sucks for people who have to unplug their internet for a month or two due to biling issues, when they suddenly feel like playing Mass Effect games and all their DLCs...

You can play unplugged on PC. I tested it but you have to be in Origin offline and have your internet unhooked from your computer, no Ethernet tapped in or a mobile broadband (not sure what you guys call it in the US/abroad) in. It can't just be disconnected but actually unplugged. If you need help figuring out how, I'm happy to help.

I've tried it before, didn't work.
- my net was on, started the game, verified DLC properly, loaded save normally.
- closed the game, switched Origin to offline, turned off net & unplugged the router
- started the game - it couldn't verify the DLC, tried to load the previous save
NOTHING. "the dlc this save is dependent on cannot be verified"

Yeah, BW/EA made this DLC Origin online dependent so, no origin-internet connection, no ME3. And they had that fixed for ME2. You ran the DLC through the online check the first time when you connect to the EA servers you goto play it and from that point on, you no longer needed to be online or connected to the EA servers to use any of the DLC's.
It's always a nice feeling to made to feel as if you need to jump through hoops to prove you bought the game constantly.

I hate to resurrect an old thread but I finally realized what was behind the conflicting reports on playing DLC offline and thought I'd post an update. I was being lazy and like I rarely do online, I started Mass Effect 3 via its desktop icon. The game said it couldn't authorize, and I ended up closing out, restarting Origin and launching ME3 from Origin in offline mode. So in addition to local saves, and a completely removed net connection when playing with Origin offline- you need to launch the game from Origin itself in order for it to work with DLC offline.
