Sorry, i wrote that too quickly. I guess Anders' explanation for surviving the battle in Awakening makes sense. On the other hand, if you send him to the Circle instead of recruiting him into the Wardens... Maybe it'll be mandatory to recruit him in the Keep.
No worries. Just wasn't too sure what you meant is all. 
As for if you send him to the circle, my guess would be that they'll allow you to make that distinction in the Keep. From everything the devs have said, I gather that the main goal is to ensure that they account for any and all possible variations. At least, every variation that isn't the result of a glitch.
It's been said that they plan to support the Keep well after its initial release, and that they may continue to make changes to it in the future. So, even if they overlooked that possibility thus far, I don't see why they wouldn't go back and add it to the questionaire. Especially because I can't imagine that distinction would have too much affect on any interactions with Anders in future titles. It would be there more for the benefit of the player saying "yes, my worldstate recognizes that I sent Anders to the Circle in Awakening!" and not really have too much impact on the overall plot - if any. 
I am not going to act like some saint. At least I am honest and I know i speak for a lot of people when I say this but I would not mind running into leaks regarding the keep. Maybe you will stay away from leaks like a nun and porn sites, but I know there is a HUGE number of people who would love to read leaks whether it is text, screenshots or videos.
Would I mind reading information regarding the Keep at this point in time? Not at all.
Do I want any of the beta testers to break NDA? Not one bit.
I'm not sure what the NDA entails, whether it be a possible banning of the player's account, or litigation, or a number of other unsavory things. I don't wish any of that on any of the Beta testers. But first and foremost, it'd be a huge breach of trust on the player's part. It may affect the possibility of betas for future Bioware products - which may include even harsher NDAs, or no betas of this sort all-together.
