I think what you're seeing is people using Infiltrator's cloak purely as a damage multiplier, rather than as an invisibility cloak. The reason for that is mainly because Bioware, in their infinite 'wisdom,' chose to make all enemies omniscient; able to see you and know where you are and what you're doing at all times, no matter where they are in relation to you or whether they have any sightline, and whether you're cloaked or not. This renders the invisibility and stealth aspect of cloak completely useless and makes the damage boost mechanic its only relevant utility.

That's actually not entirely true.
Enemies will only become omniscient for a couple of seconds if either A. They can't find any players via normal means or B. They just spawned.
That said just because you went invisible that doesn't mean that the enemy suddenly thinks that you no longer exist. They might still try to shoot where they think you are, either by your last known location or the sound of your footsteps if you get too close to them.
Enemies will also always finish their current attack action before considering any sort of invisibility or sabotage, which means if you cloak mid-burst they're going to get to finish that burst on you with normal line of sight.
It's just easier to shoot the guy than it is to deal with the mechanics of attack cycles(assuming that the player even knows about the mechanics), especially considering that if you're cloaked then your shot is probably going to kill any lesser enemy.

There are different ways to play the infiltrator . You can always take the bonus power on TC or use the MQI or DI if you want to attack unseen and create damage without breaking cloak.
As long as you cloak from cover and keep moving the TC still gives you great survivability even if enemies can peek under your cloak occassionally. A lot more difficult to dump aggro in a solo than a team situation of course .

I'll defer to you because I know you have a greater grasp of the minutiae of game mechanics than I do. It's just that in my not inconsiderable experience, the enemy knows where you are and what you're doing far more often the not, regardless of their proximity to you, or their ability to see you whether via cloak or physical view obstruction.
That's certainly why I stopped choosing the duration option altogether, because its invisibility utility became less and less viable until it was virtually nonexistent. I think it's safe to say a lot of others are the same way. It's essentially just Adrenaline Rush 2.0.
Between that and Bioware arbitrarily disallowing cloak during things where it would actually be useful and make the most logical sense, such as during a delivery or escort objective, its original utility is stripped from it even further.

Cyonan since we're talking cloak, is there any difference in the Volus cloak other than the obvious no damage boost. Soloing with him it "seems/feels" like aggro shifts much faster. Oddly even enemies that ignore the decoy check down to it at times when you cloak. The aggro shift seems faster than normal,

We can see the hunters under cloak too you know re: enemies can see us when we're cloaked. I can definitely dash through the map with my duration cloak with little damage.

Not addressed to me, but I know you can chain it infinitely without waiting on a cooldown.

I don't think that's entirely fair. If you look closely enough, you can see cloaked Geth Hunters. Also, if they cloak right in front of you, you know they're in the area and that they didn't just disappear off the face of the earth. The enemies have the same abilities, and you have to use your cloak with a bit of strategy.

I wouldn't say Cloak is entirely useless.
If there's a player *other* than myself and I cloak, it should in theory direct the aggro towards my teammate leaving me clear to pick off mooks/support with bosses/ do objectives.
Theoretically.
Also, I *can* run past group of mooks without having them take a shot at me, although I do have to careful not to bump into them.

The problem is that horde mode doesn't lend itself to placing a premium on stealth. If there were different style scripted missions with objectives that rewarded or required stealth, it would be a different matter (dependent on level design, there isn't a much call for stealth in ME3's SP campaign either).
