Every successful game is an RPG at this point the label is not very useful. When something says "RPG" I interpret that is "we actively put effort into making a cool character/story/art/whatever." Non-RPG means "we did no such thing."
Tying it to stat increases or leveling or things like this is pointless at this stage IMO.

Honestly I enjoyed most of those on the list with the exception of FFXIII. The position of games on the list would be different for me, to each his own though. Of coarse no Tales games made it lol, but I always route for the underdog " This is for the lady next door ! "
Also I already posted my opinion but really this list reflects the fundamental paradigm of artistic evaluation.
1. Thoroughly conventional yet broadly supported and well-respected item as #1 (Skyrim)
2. Throw in a few non-conventional items that differentiate list and demonstrate independent thinking, injecting a modest amount of excitement into proceedings. Do not push too hard so as to upset status quo (Valkyria and Xenoblade)
3. Perch on a safe point and then throw an aggressive hardball to feint people into thinking it's an exciting topic while delivering something conventional (Mass Effect 2)
4. Mortar the rest of the structure with stable, not necessarily completely universal, but again generally respected items (D3, F3, etc)
5. Accidentally blunder somewhere (DSII over DS1 or Demon1)
So... the issues that people have or whatever are pretty much always the same thing here. It's meant to reflect "You know these are some very interesting points here, but fundamentally it's still this," because the middle is usually magically always correct.
And that said, the non-conventional items are pretty cool so overall more interesting than most.
TBH I prefer Icewind dale 1 over Planescape Torment.

Despite sharing the engine, comparing the two is a bit like comparing a very good football game to a very good book.
