No, the Eluvian was intact, and Tamlen mentioned seeing an underground city, which may imply it was Arlathan (which was sunk underground, perhaps within range of the Deep Roads where the darkspawn dwell).
I'm thinking that he was viewing the Arlathan through the lens of another mirror that was still in tact within the sunken city. Though, I'm still curious how all these mirrors were still working even though the network was turned off.

Instead of bothering humans and reclaiming the Dales from them, they should annoy the dwarves and go underground to search for their precious ancient city. Maybe that way they can make themselves useful and kill some darkspawns as they go about looking for Arlathan the evil nasty Magisters sent underground. Think of all the lost lore they can find...

I believe the Eluvians are more valuable than more meat to throw at the demons. And if I can destabilize a tremendous threat to those parts of Thedas that don't want to follow its lead, that's simply a bonus.
Mirrors still don't hold territory, defensive lines, or keeps.
Further, the Eluvian network would render any human troops attempting to use it completely unable to fight after travel, due to the effect the Eluvian world has on humans.
Plus the uncertainty of any useful locations to travel to due to being a couple of thousand years without maintenance.
In short, you vastly overrate the usefulness of the network to the Inquisition.

Neither probably, antagonizing Orlais, the Chantry, on top of Anora's indifference to other people's problems. The elves would have to give a lot and offer a lot to Ferelden for them to risk it
Not taking the risk is also a risk. Orlais is an expansionist kingdom who has a history of taking advantage of smaller nations when they are at their weakest. They occupied the Anderfels and most of the Free Marches during the second Blight, Nevarra City during the third, and Kirkwall when they were weak from the Qunari attacks. We also know that many Orlesian nobles have expressed the desire to invade Fereldan once again. But Orlais is in the middle of a civil war, and not at their strongest. Dealing a blow to Orlais means more security not just for Fereldan and the elves, but for just about every other nation in Thedas as well.

Well, we know there's a mirror near Val Chevin, one in the freaking Winter Palace (an easy way to get an assassin into Halamshiral), and one in Val Royeaux, plus dozens of others.
It'd more than likely take a long time to map out the network unless you had gotten every drop of information out of Briala.

With an elven Inquisitor, I'd like to give the elves a homeland. If there's an elven rebellion in the Dales aiming to overthrow the Orlesian occupation, I would fully support the elves in emancipating the region so that the elves had their own kingdom again - a place where the elves wouldn't be limited to roles of servitude, where they would not be killed en mass in purges, where the followers of the Creators could practice their faith freely. It's a goal that I would love to pursue with a Dalish protagonist.
Not only with an elven character - I would want that with all my characters (I myself hate slavery/servitude - I am quite the zealot against something like that (with the exception of prisoners in on life-sentences and - in the countries it applies - on death-row...I would offer them to "get out" but have to work their ass off for society with little to no reward (payment - they'd get food, clothes, hygene stuff and that's it))
As for "do they need it":
Yes, why?
Not in order to have every elf that exists to go there, but to have some kind of advocacy (someone to pressure the other nations to give their people better lives) and the possibility to flee if it didn't happen (like running to the elven embassy if you are in the capital of a nation and appeal to the ambassador etc.)

No one alive knows much about those mirrors, their initial creation, their purpose, where those mirrors travel in between, nothing at all. Furthermore no one knows the exact price of using such an artifact, they were buried and forgotten for a reason.
Unsurprisingly enough, every scrap of lore that has come out on those mirrors has its source in common, it has all come from demons. It's not any coincidence.

Very good point. Certainly not a coincidence that only upper level demons have been able to dish out any concrete info on these mirrors.

The people of Kirkwall if i recall, actually didn't overly mind their Orelsian lords on principle i don't think, It was probably just the other Marcher cities making fun of them that made them rebel.
