Because despite the Imperium being a pale shadow of it's former glory.
It's still probably one of the best defended nations in the world, Its capital has weathered the initial Qunari War, it imports Mercenaries by the thousands, Its regular army i'd presume is quite large as well, add in the fact that it likely has a number of capable battle mages, and it becomes clear that pressing the Imperium will only result in what happened in the first war.
Them falling back to the capital, and and then staging insurrection behind the Qunari lines, slave revolts, Guerrilla strikes and the while the Qunari are attempting to lay siege to the capital that has never fallen before.

There's a general lack of concrete knowledge and a lot of opinions and ideas (that can't be proven one way or another), which makes it difficult to answer that with any degree of certainty.
