I feel if it comes out in 2016 it will be current gen exclusive, and if it's 2015 there's a possibility it will be on both current and last gen.

Exactly, and after listening to the Comic Con Panel, it doesn't really fit the idea if the game being ''years away''. The game's been in development for almost 2 years now. Does it really need 2 more, especially with the Dragon Age team making most of the systems? I think much further ahead than they are letting on, but might want to wait a bit until N7 Day/after DAI to talk more about it. That's my theory at least.
I feel like they just said Years away to give themselves some leeway, in case it actually does take years to come out.
That said, I don't think it's Years away. I Think the latest we'll see it is next E3, earliest being gamescom. Most likely a teaser at Pax Prime with a full reveal on November 7th.
The last thing Bioware needs is to have the next Mass Effect game be rushed out. If EA was capable of giving Bioware their space, I'm more than sure we fans can too.
That being said, there is a major detail that is worth noting. The next Mass Effect was able to skip most of the groundwork thanks to Dragon Age Inquisition doing it first. Given that and the two years of development time under their belt, the next game is likely only six months away from going into Alpha. It should go without saying, but this is no more than a guess and should not be taken as an accurate statement.

But I can't imagine them not aiming for a 2015, even if late 2015 release. I really do think they're giving themselves leeway and nothing more.

Sorry over that confusion! Like everyone's saying, even late 2015 gives them plenty of devtime and leeway, considering the game's already been in development for 2 years. I wouldn't mind a drift into early 2016, but beyond that we're going to have to start asking some questions about what's going on with development. DAI took 3 and 1/2 years of development. With a early 2016 release, they'd have about 3 and 1/2 years of dev time + most of the tools and systems pre-made thanks to the other teams. The numbers wouldn't add up.

It's a legitimate question, considering the upcoming panel in about 12 hours.
Would you say the game's core systems are firmly in place and Bioware are simply adding content to it or is it still in the main concept system stage?
Ready for alpha testing or beta testing or none of the above?
The next Mass Effect game has been in a playable state for some time. We can more or less assume all the core systems for the game aren't currently in place, and I'll explain why.. Mark Meer, Jennifer Hale, and other prominent Mass Effect voice actors stated they haven't heard anything from BioWare yet in regards to more voice over work. Mark, in particular, did a lot of voice over work for many species and enemies in Mass Effect besides Shepard. To my knowledge the soundtrack hasn't even been recorded yet either, so I'm under the impression all that's currently in place is probably basic game play like combat, and obviously the mako is in alpha testing stages. Other than that BioWare is likely world building and has been focusing heavily on fleshing out the story and dialogue.
In regards to a release date, I'd say 2016 is likely more reasonable for the next Mass Effect game. BioWare has been working on Inquisition since 2010 (before DA2 was even released) and they delayed it a year from Fall 2013 to Fall 2014. I'd say a three to four year cycle is practical for a game of this scale and ambition.

really all we seen so far are concept arts and those video thingamajig so i think it is not pre-alpha yet but is getting close. So i say we have a year and a half if not two years until it is out.
