In the cartoon, Harley was already hooked up with him. Joker's pissed that she was now working with Deadshot (and screwing him).
She's obviously already "Harley Quinn" for being imprisoned in the first place. Joker got her on his side long before that. She was his doctor once. lol

It's kind of different than usual if he turns her with torture. I liked that he simply acted like a friend in most stories.... then the torture came later, as an abusive boyfriend.
