If you want to max your uncommon gear and mods, you need to be buying Spectre packs - the 60k, not the 99k, ones.

I don't have a list handy, but yeah, only some of the uncommon mods drop from Veteran packs, so if they've stopped dropping, Spectre packs are likely the best bet for the rare and other uncommon mods. They do drop pretty slowly, though.
Hmm, now that makes perfect sense and would explain why I had only been getting certain mods from the Vet packs. Thank you again for the clarification!
On topic, the RNG Gods have seen fit that I was deserving of a Venom. I haven't used it yet, but am quite keen to give it a go. In other news, just as I finished the shotgun challenge, RNG threw some other shotguns at me too, such as the Disciple and Geth Plasma Shotgun. Sometimes, I'm not sure if RNG knows what it's doing.
