I believe each window operates independently. In their .XML files, the top element UIScene takes an argument:

draggable="false"

which is default if none specified. You'd have to change any that say 'draggable=true' ......

You could also make it take up the whole screen, with everywhere else clear (no background) except where you want the UI.

many are here:

<install>\Neverwinter Nights 2\UI\default

Isolate the ones you want to change by coping those specific .Xml to:

<player>\<user>\Documents\Neverwinter Nights 2\ui\custom

( note they can work in your regular \Override folder, too -- so beware of duplicates )

You can also find additional, campaign specific GUIs in subfolders of the official campaigns. It's not always easy to tell what window a file controls by its filename, but I guess you'll achieve the effect you want once a half-dozen or a dozen have been identified ....

Then add more as needed, and restart the game. Also note that the file 'guisettings.ini' will take control of their x/y placement on the monitor, so if things go borky, half hidden, or need adjustment look in there
