So I'm told I can get rid of the bug where Vigilance uses Starfang's skin if I delete Warden's Keep from my hard drive before I import my character into awakening (Though it means I won't have access to the blood abilities)

My question is this: if I do this, will the decisions I made in Warden's Keep still import into DA2?

They should-as long as your character did the DLC and saved it before you uninstalled the DLC.
