I know this isn't the right place but I just can't download or find these files nowhere in the internet; and origin customer support is like "did you try restarting origin," and I even tried vpns. so plz someone just put these DLC_CON_MP files on some share site that I can manually put them in game folder. thanks all

From Origin, right-click on ME3 and select "View Game Details". This will take you to the download screen for the DLCs.

Actually; if your Origin is malfunctioning, manually inserting the files will get you nothing, as your origin doesn't know that you own the (permission to play with this) dlc.
Since this is a problem with your origin install, none of us can help you. Your best bets are either trying to update/repair origin and/or your ME install or trying to find someone who actually can help you on EAs-help desc/ live support/ whatever.
Reinstalling Origin might also help.

well I inserted files a year ago, and it worked. now that I reinstalled me3, I couldn't find dlc files again.
