True the Citadel had a census of the Empire.
However we also know Javik was born After the fall of the citadel & that it took the reapers hundreds of years to completely remove advanced sentient life from the galaxy during his cycle.
However after a bit of thought it'd be Far more likely that one of the races that obtained interstellar flight prior to the mass effect relays would have escaped successfully... maybe even the race that became the keepers.
Also you forget, every cycle every single advanced sentient being is removed with close to if not almost all technology associated to them, true there's ruins here and there but the bulk of the civilization is gone after the reapers hit the reset button.
Drone223 yes Looters picked up the scraps after the reapers complete their cycle, but the major cleanup work goes on by the Reapers and their thralls.
However from the moment the reapers appeared during the Prothean cycle to their departure hundreds of years had passed. In that time there are chances of advancement in everything out of sheer desperation.

Cryo stasis of tissue samples and the means to clone themselves post reaper departure
Genetic Manipulation to alter their DNA to bring the clones up to viable bio-diversity to sustain a civilization in their clones.
The odds that any/all of those is slim yes, but does not equal 0
For example 1 & 2 could be around 95% complete & we complete it like we did with the crucible, and utilize it in the next installment taking us to places not seen before.
There was a TON of data saved by the Protheans which may contain any one of those projects and just need the data sifted through.
For example Javik could come across a data cache buried on the planet he wanted to bury his crew on and set out on a grand adventure to bring his people back.
Again this is all Theory & Speculation... unless you work for Bioware and are trying to tell me to put a cork in it so I don't spoil the plot ![]()
