What is the worst that can happen if you have no points in charm/intimidate?

Nothing completely terrible. On the top of my head:
- On Eden Prime, you cannot get the name of Cole's contact, then you cannot get the grenade mod from Powell. No big deal.
- You have to kill the warehouse workers while fighting your way to Fist
- Conrad Verner can die since he goes out and picks a fight with a bunch of Turians (but the charm/intimidate requirements are very low, like 1 or 2 points in either)
- You have to kill Jeong on Feros. No big loss.
- You cannot convince Opold to tell you the name of his buyer
- You cannot convince the dirty cops in Binary Helix office to leave
- You cannot convince Lorik Quin to testify (sorry Gianna)
- You cannot convince the Asari on Noveria hotel to give you more credits if you use the spy device
- Harder to converse with Vargas long enough so the spy device works, but you can do it without charm or intimidate
- You cannot convince Anoleis to give you credits/the mod if you turn Opold's package to him
- You cannot convince the soldier at Rift Station (I forget his name) to tell you about his security
- For Helena Blake, you cannot convince her to disband the gang, so you must either allow her operation to continue or kill everyone
- On the Major Kyle mission, you cannot convince the biotics to let you talk to Major Kyle, so you must kill them all to get to Kyle, then you cannot convince Kyle to give himself up so you have to kill him too
- You have to kill the Krogan intimidating Doctor Michel
- You cannot convince Shamesh or the Alliance rep about releasing/keeping the body of Shamesh's wife (I forget her name)
- You cannot convince either the preaching Hanar or the C-SEC Officer to stand down
- You cannot convince to Chellik to get Jenna out of Chora's den, but he will do that anyway if you complete the mission
- I think there are some charm/intimidate options regarding Jaleed or Chorban
- You cannot charm/intimidate General Oraka into giving up his rumors about The Consort, but I think you can do that without charm/intimidate. Not sure if charm/intimidate gives you more rewards though
- You must either kill Toombs, or let him kill Dr. Wayne and then he commits suicide
- if you did not complete Wrex's family armor quest, then you cannot convince Wrex to stand down on Virmire
- You have to fight the Hoverboard Saren on the Citadel

Afaik you can also give him the supplies he wants
As for the preachin Hanar: Afaik you can buy him a licence, also ending the quest.
-The interview-options with Khalisa are very limited and always result in Hacket telling you, that you screwed up
-The L2 biotics will always kill Burns.
-The drug-addict alliance representative on the last citadel visit cannot be convinced to quit.
Not sure on this one:
-The Childhood quest will either end with a dead (earth/colonist), will cost you money (spacer) or cannot be completed
The biggest loss is really Conrad Verner

Wrex will always survive Virmire, if you don't recruit Garrus and haven't resued Liara yet. It doesn't matter what your charm/intimidate level is.

It is because you would only have Tali available for the final phase of Virmire.

You have to recruit one of them, but not both.

I usually end up taking the neutral option anyway, or turning the interview down. The outcome sucks but is not unexpected.
-The L2 biotics will always kill Burns.

But you can give the representative the stimulant that he wants. Or better yet, the sedative. I love giving him the sedative.

I am pretty sure that you can still get out of the colonist quest (I Remember Me?) without needing charm/intimidate as long as you back off a few times. I think the charm/intimidate just makes it easier
The spacer quest (Long, Far-off Things?)... I think you are right that you cannot convince him to go the Veterans Affairs Office without persuasion. You can still tell him to take a hike. I rarely do his quest since I do not want to go out of my way to meet him. Once you get the keeper and signal tracking terminal there (both of which can be done before he shows up), there is no need to go back there.
As for the Earthborn quest, you cannot convince Finch to stand down. I know the Renegade option is to shoot him, which the Turians like. Cannot remember what the outcomes of the other options are.

It means losing out on a discount in ME2. Its my biggest gripe with the Genesis comic.

You'll miss his dissertation in ME3 - an entire point of war assets (five, if you get the noodle implements).

You also miss out on one of the cooler scenes in ME3, where he explains his somethingsomething dissertation theory
