Besides their extra shielding, for some reason it has seemed in my last few fights that these Salarian engineers have more health than your standard grunt. Is that the case?

In multiplayer, they have more health than asari. ME3, but maybe it applies to ME2 as well.

I think they are about par with humans.

Generally speaking, if an enemy has more shielding, it has more health as well, so if a Salarian Engineer has more health than a standard grunt, then it should have more health than the standard grunt as well.

Have you checked the Miranda factor?

I've asked myself these questions after seeing enemies suddenly don't die as fast as they did before. The answer was always the presence or absence of Miranda :P

Engineers of any race are not standard grunts. They are elites and have proportionately more health to go along with their higher shields compared to troopers (and also have a 'shield boost' power which functions as a cooldown-based shield replenisher, like the 'barrier' power of Eclipse Vanguards and Commandos)
