Currently it seems improbable to be able to import DA2 save files into DA:I. Many would argue that's for the best simply because save imports are buggy. True. There's another point. People who want to import save files probably feel using the Keep would deprive them of small choices like who Isabela slept with in Origins. However, the Keep is Bioware's first option for importing while save imports are a possible but unlikely second option. This means any decisions outside of what's in the Keep will probably not be mentioned at all. The save import option will be a possible substitute to replace having to bother customizing your background and also to give that warm fuzzy feeling that your history has been imported even though it's just a facade. This isn't surprising considering how little your decisions were referenced in DA2.
I suppose Bioware is thinking about this practically. With The Keep they can hopefully avoid all the bugs save imports have and will use the Keep to alter the background changes they'll bother addressing in Inquisition. It's a shame the series isn't like Mass Effect where practically all your decisions were imported. And dead characters stayed dead.
Also, The Keep pretty much guarantees that the Warden and Hawke won't be in the game since their customized appearance almost certainly won't be addressed. I never thought they'd return anyway.
I fear you'll have to head-canon much of your DA history in the future.
