why is the tail of this horse invisible on one side and visible on the other

I can't make heads or .... tails.... of what you are doing, but if I had to guess, I'd say you have applied a plane of alpha layered tail hair on top of an otherwise solid tail segment. When you turn the horse around, the hair plane does not show on the other side because in NWN, planes are not naturally double sided. To remedy this, duplicate the plane and flip its normals. Alternately, mirror the plane over whatever axis the horse points from head to tail, normally Y. If that doesn't help, post the model so we can see what is really going on.

As MerricksDad already suggested, the problem is likely to be a geometry issue. Planes are only visible from one side; either introduce a second plane adjacent to the current one carrying the texture or replace the current plane with a box with a very small width.

someone will have to look at this, its not just the tail im trying to fix, there are other geoms too and duplicating the planes wont work on some of them.

 

and this is only for 3ds max

I just had a quick look in gmax; the model seems to lack some polish regarding polygon visibility (already visible in max, no need to look at it ingame as well). I can spot some errors in the collar, the shields on the front legs and in hairs allocated at the head and tail of the horse. Most of these are able to be fixed by duplicating planes with the exception of the shields on the front legs, converting those segments to editable poly and capping them would fill up the back of the shield to stop them from being invisible from the back.

i think another possible culprit is the cap holes modifier, i may be wrong.
 
i used cap holes on all or most of the meshes cuz they werent double sided(visible on one side, invisible on the other instead of visible on both sides) and it worked
