And I couldn't buy her as an agent of the Qun. She's too flighty, like someone who romanticizes what she thinks the Qun are but has zero first hand experience with them.

There's an alternate interpretation that Talli's Felicia Day personality is complete [censored] and she's actually a calculating agent of the Qun.
She just knows Hawke is more likely to help her if she's like the Qun Merril versus her actual personality in Redemption.
