I had to do a complete system restore of my laptop earlier today. Upon reinstalling Dragon Age, I discovered that I couldn't simply reinstall the DLCs I had before (Blood Dragon Armor, Stone Prisoner, and Warden's Keep). I seem to remember back in the day with my Neverwinter Nights DLC that there was a part of the website I could go to and get my DLCs again if I had to. Does this, or another option exist or do I have to buy them all over again?

They should download automatically, make sure you have the "Download Previously Purchased Content" box checked on the Online tab under Options.
As its essentially a new installation you might also need to go through some of the troubleshooting steps in the Redeemed DLC Troubleshooting FAQ

That option doesn't seem to be present and the Stone Prisoner and Warden's Keep show up as if I never bought them (or redeemed a code, in the case of Stone Prisoner).

Make sure the Dragon Age Origins Content Updater service is running. Try manually starting it before you start the game.
1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START
If it service doesn't start or is missing see section 3 of the Redeemed DLC Troubleshooting FAQ for help.
