I imported my mage character from DAO, where she romanced Zevran. In DA 2 she is still a mage. In the quest A Murder of Crows, she flirts with him & he wants to follow her.
During The Last Straw Zevran appears & tries to help my party kill Meredith. Even with the statues knocked out Meredith won't die. So does that mean Zevran has bugged my game?
PROBLEM RESOLVED
All I can tell you is that Zevran helped me in that fight but I didn't get any glitches.
You have multiple active allies - in some versions eight, in some versions unlimited. The priority is this order:
You were missing enough people, or had one of the patches where it's unlimited, so that Zevran showed up 
why do they all randomly turn up? (been a few months since I played the game)
Will Zev and Nathaniel only show up if everyone else has abanded you? I always do their quests but never see them at the end.
I've had both Zevran and Nathaniel appear once. I had sided with the Templars and killed Anders (only a one-time thing for both), Bethany died in the Deep Roads, Everyone else was either full Friendship or, in Merrill's case, full Rivalry. Fenris was my tank and I was an archer, so I had Merrill and... Isabela with me, I think. It's been a while, so I don't remember everything exactly. I remember seeing Aveline and Cullen fighting too. Maybe Seb, but idk about Varric. I don't remember seeing him anywhere, tbh.
Then again, during that battle, we were hammering Meredith so much that she wasn't able to charge for her stunning pulse that precludes her "I will defeat you!" speech, so she didn't get to do her speech and she would only swing her once or twice before she'd try charging up again, soon getting staggered out of it. This went on for about 10 minutes before she finally dropped. And this was on hard!

It depends on your version. In some versions of the game, the number of helpers is uncapped, and in others it's capped at 8. Also, you have to have done their quests in that playthrough.
Four are guaranteed - your three party members, plus Cullen. I posted a "priority" list above. After that, they tick off a list to make up your remaining four (if you're playing a version with the limit of eight). Dog beats companions outside the active party. Bethany/Carver lose to dog, but beat non-active companions. Non-active companions get added until you hit eight in the limited version. After them - if you're still not at your limit - it goes Aveline's husband, then Zevran, then Nathaniel.
