My main concerns are, Is the keep an option that ships with the game or a cell phone app that those like me that can't get high speed internet where we live out of luck with bringing da 1&2s story to da3

It's a browser app. Dialup will work, it'll just be a bit slower.
Wtf is a browser app and I don't have dial-up either I have a smart phone and before you say use it's internet no it cost to much

It's basically a website so you'll definitely have to use the internet. I'm not aware if it'll be bundled as a utility in-game.

this was a poor decision who decided on this and why wasn't it placed in game or on a separate disk , this is really unfair to ppl like me that has a lack of internet.... lazy

I do agree to a certain extent.
Having the world state only able to be generated by a website could cause problems down the line. Just as has happened with Dragon Age: Origins where the game no longer 'talks' correctly to the website to update characters.
Hopefully down the line they will release the keep as something that can be downloaded to your console or PC.
Not a solution to your problem I know Exel, but hopefully by then you'll have a decent internet connection.

Satellite is the best I could do but limited amount of gb isn't worth it

It maybe possible to include such a tool as DLC as Genesis was to Mass Effect so long ago. I appreciate Genesis 2 on my Wii U and so having such content for DA: Inquisition would helpful for would-be players like ExelArtz. I do note that the word Downloadable would not be much of any help in the world where internet connection is dodgy, but as a DLC, there would be a chance it would get bundled in a future special edition release (as Genesis 2 was for Mass Effect 3: Special Edition).
