Anders himself wants to die. And he does warn Hawke throughout the game (especially if you try romance) that it would end in misery.

My Hawke never killed Anders. Not because he didn't want to. But it's not his place. A crime like that - what Anders did, deserves to judged by a trial.

Plus, he's the best healer. And with the next BIG fight, you'll need him.

My Hawke always killed Anders, but I would have rather had the option to kill him where no one could see, remove his chance at being called a Martyr. Let no one witness it and let Anders be forgotten save for his one heinous act of blowing up the chantry.  In the end, though he was my friend, I could not let his death cost more lives than when he lived, and if he lived he would have even more chances to cause even more untold tragedies.

I've only played DA II twice and I never kill Anders. I just don't see what purpose another death would serve (as a side note, I found it annoying that Sebastian's response is always to call an army even if you've encouraged him to remain with the chantry. Also, death is too easy. Anders needs to walk around under the weight of that guilt and shame for the rest of his days.

Doesn't matter.

Anders already got what he wanted either way and it's a no-win scenario:

Kill Anders and you make him a martyr in a war that he's forced on everyone. You also spare him from seeing just how much pain that he's caused.

Spare Anders and Sebastian will unleash Starkhaven onto Kirkwall, not to mention that Anders will just do more damage down the line.

Well there is the option of convincing Anders to fight beside the Templars. He'll be a martyr for no one and indicates he will kill himself soon after. So that just leaves Sebastian's army, and he'll have to fight Hawke who is worth two armies...so that will lead to two cities under Hawke's command! :P

Correct me if I'm wrong but I'm sure if you take the friend route with Anders he doesn't regret blowing up the chantry. He'll continue living proud of what he's done because it led to the Mage Rebellion.

I doubt he was really proud of blowing up the Chantry, just that he is more in is control of Justice, and more forgiving to his takeovers. On the rivraly path its more shown that's he is fighting him. That's my view anyway but Anders was not the cause of the mages to rebel, as in Asunder it was Lambert cracking harder on the mages and the mages voting for separation that caused the rebelion. The events in Kirkwall fueled the fire.

He's not really Anders. He's more like an imposter. The real Anders is still out there somewhere.
