I believe Halamshiral is the only one to have really been confirmed, but there's a pretty safe bet on seeing Val Royeaux.

Actually, I don't think we will. I vaguely remember somebody saying that we won't be going there, but I can't provide a quote, so take it as you will.
That's actually something I've been thinking about a lot recently. We were supposed to be in Denerim in DaO, but we never saw more than a tiny corner of it. Ditto Amaranthine in Awakening. In DA2, we saw a great deal of Kirkwall, but that was pretty much the whole game.
I understand that it's all about resource allocation and the logistics of rendering large levels. What's the point in making a city big if it's going to be mostly empty space? Plus, there are only going to be so many actors in the area at any one time, and a lot of them are going to need ambient dialogue. City levels suck resources like nothing else. So, while we might see a street or two, I don't think we're ever going to have a huge city like Val Royeaux to explore at will without making it the whole game.
Which raises a question: Would you rather see small, localized neighborhoods of a large city (and nothing else) or would you rather have access to smaller towns in their entirety? I'm torn. On the one hand, I like the sense of vastness that comes from seeing a row of rooftops over a districts walls... but I find it frustrating if I can't open the gates and explore.

They simply CANNOT include Orlais, and not visit Val Royeaux after Leliana and the books made it sound so awesome. I don't need to explore the entire city, but going from the palace/White Spire/Alienage (and maybe a market district) would be awesome.

Both screenshots seem to be of Halamshiral or simply the outside of the winter palace and to me those screens have actually made me doubt the inclusion of anything more. It is very convenient it seems in the books Val Royeaux' gates were closed off, too convenient. We have yet to be shown any cityscape which is "worrying" this close to release.

I hope we can go to Val Royeaux, I'll be a bit let down if we can't, especially after hearing about it in past games and books. If we can't go there I hope in other villages and towns there are enough npcs to make the place look lived in and not dead empty.

Wasn't that when they were talking about the sort of missions you could order the Inquisition to carry out when you're back at your base? IIRC there was also mention of a mission to Orzammar, which I'm pretty sure it's been said we're not going to.

Halamshiral has been confirmed, and it seems ridiculous to not send us to Val Royaeux at some point. We're going to Redcliff too, although I don't know if we can call that a "city" more than "ruins" in the game what with all the demons running through it.
Ferelden is part of the game, so it would be good, and practical, to go to Denerim, since as the Inquisition it makes sense to have a base and have contact in the capital.
And I know the devs said that the game takes place in Orlais and Ferelden, but the Inquisitor is supposed to come from the Free Marches, so it would make my little heart so happy if we could go to Starkhaven. Sebastian cameo or not.

If Val Royeaux isn't in the game then I hope the reason is because they're saving it for an expansion or meaty DLC. They can't send us to Orlais and then tell us we'll never get to see the heart of it.
