Film Noir with Color Highlights?

Is there a way to set the Desaturate Factor to near zero, yet fully activate the color on certain creatures? I.e. a film noir style where you highlight individuals or objects, as was done in Sin City.

 

The image below suggests it might be possible:

So I'm wondering, whats the trick? Does some volumetric VFX override the setting? :)

I did a massive part of my latest module in black and white and spells came out with no colour, even hand held torches too. But put a glowing buffing spell on somebody and there was a bit of colour and if you zoomed in on that character you could see them a bit more colourfully too.

So I'm guessing that visual effects on creatures are not effected as much as anything to do with the environment so if you wanted glowing hair you'd have to make an effect that did that and put it on the desired individual.

Something like Misery Stone? They did their visuals entirely by lighting, it's revealing how much power the daynight setting has if you take one of their external areas and then import a standard daynight set.

Misery stone did not do it entirely by lighting, I specifically remember reading his blog where he said he is using a lot of heavy low saturation settings. But one thing to note... red is the last colour to completely disappear when you use really low sat. So keep that in mind :)
