I'm still not seeing how the term "the People" is equivalent to the view that only the Dalish are truly elves.
Well, it's not about the term itself, which is neutral, but the use of that term by people like those guards. If that's your opinion even after quoting that scene, then I suppose we have to agree to disagree.
The problem is we don't know how many clans there are, simply that there are Dalish roaming most of the continent. The fact that there are multiple clans within a specific region (hence how the elven messenger was able to rally other clans to contribute to participating against the Fifth Blight) only confounds any attempt to try to quantify how many Dalish elves there are in total.
True enough. But Maths are good and nice. Now everybody can picture the requirements: for the Val Royeaux alienage, you need 200 Virnehn clans. It's not a matter of imagination. The moment we have some numbers for the amount of Dalish clans, we'll be ready to make comparisons.
However, numbers aren't everything. After all, the Western Roman Empire was conquered by barbarian tribes that were vastly inferior in number to the conquered. What the Dalish can bring to the table is their military capacity, which their city brethren lack. A large part of their population are hunters. Not the best infantry in the world, of course, but at least you have a good corps of archers (the 10,000 hours of practice and all that, even if they don't have formal training). They probably have better equipment than the City Elves, who have to improvise what they need. And then add mages.
