There is no indication that it's a returning character. Very unlikely. 

It's a curious fascination people have with the whole "returning character" thing. 

There is space enough for new characters and personalities in the Dragon Age world!

In all honesty I fully expect the Scout Leader to be a member of the Seekers who specializes as a tracker. Either that or he is a Peasant who has progressed through the ranks due to her/his skill.

Wouldn't mind if it just a soldier in the Inquisition who excels in aspects like scouting. No need for the character to be someone grand or that we have meet before. Just a common soldier doing his job.

I didn't get the returning character vibe, but if it must be one, how about Ariane? The elf who helps you in the Witch Hunt dlc. She did track Morrigan to Flemeth's house in the korkari wilds, she could be a good scout.

Morrigan is Celene's advisor, so I doubt it.

It technically hasn't been refuted yet. It's still a rumor, but we can't be sure until the book is released in its entirety.

If it's someone new then what would be the big deal in saying "I like Bob - the scout leader"...

 

I would prefer someone new personally.

The tweets sound to me like he's talking about a new character. So he's not saying "one of my favorite characters becomes the Inquisition's scout leader", he's saying that "The Inquisition's scout leader, this new person, has become my favorite character in DA:I." At least, that's how I read it.

Honestly, I think it's just because they've got spoilers under such a tight leash. We knew about Josephine's existence for MONTHS and they still wouldn't tell us her name. So it doesn't really surprise me that they'd talk about a new character without revealing the name.

This. I don't see why every character has to become overly grand. Would be nice of the leader of the scouts is just... well... a scout leader. A soldier doing his job and reporting to the Inquisitor.

Does sound like a new char and a scout leader is always good for those going military and/or diplomancy  routes good to know your hand and options before things.

Hmm have a feeling its going to be someone Cullen brought with him  since Leilana brought one of her friends and a new char.
