they pretty much confirmed Gideon Emery's return a couple weeks ago during the Raptr Q&A whether that means he's returning as Fenris however is to be determined since he also voiced miscellaneous characters in DAO as well. I'm hoping he does return as Fenris since that's my canon for my male mage hawke to go disappear and I'm hoping Varric's ending stays true in which the entire DA2 gang found themselves away from Hawke... except for Fenris. So yeah I'd very much like to see Fenris again, plus Gideon's voice is just sex. Couldn't get enough of it in Tekken and Final Fantasy XII and was delighted to hear it prominently in DA2 so yes, more Gideon Emery in some way would also appease me xD
More on topic, Isabela I think should return, I know it'd seem tropey for her to return since she'd appear in every single game but I feel like her character would make more sense if we saw her again since she's so dynamic even if they've already used her and her story was developed in the comic world state.
Other than that, I can't say I'd like to see any DA:A characters, I thought Nathaniel's addition in DA2 was absolutely random and unnecessary even though I liked him a lot.
I'd rather have characters I like to return with a larger purpose rather than just a fanservice shout out cameo for a cutscene then poofing off to neverland.
I would kill to see Nate and Sigrun again. Preferably together, being AWESOME. They're both fantastic, Nate with the dry humor and broody, hawk-nosed good looks, and Sigrun with the gallows humor and endless pep. Especially if my Orlesian Warden shows up, since my first import's a dead hero. To be fair, I really liked Awakening and my Orlesian.
I really, really want to see Sebastian again. I loved him. A lot. (Okay, partially I loved needling him a lot, but he's also pretty cool.) I also want to see Aveline if at all possible, since Aveline is a one-woman wrecking crew and a force for awesome in the world. Also my Hawke's best friend in my first import.
I'd like to see Fenris. If he shows up with Hawke.

I'd like to see Zevran and Shale again, as well as all the DA2 companions except for Sebastian. I'd like it if Hawke's LI showed up with Hawke.
They confirmed Zevran won't be unfortunately, though his voice actor's moved up a rank to Inquisitor (the American male voice).
Sten can't be in it, because there is no Sten. There is only Arishok 
Isabela stands a good chance because...well, the devs are in love with her. She's moved up from being a one-off character in the first game to a full-fledged companion in the second, and a major character in the comics. As of the comics, she's a close friend of both Varric and King Alistair, both confirmed for DA3. Also, they seemed to want to develop the arc of her past - and she was considering changing her name to Naishe, her birth name.
It'd be nice if we're seeing Hawke if their romanced companion has a cameo too. Though given how romances were given short shrift in Awakening (they had to patch in letters from the character's partner) I wouldn't count on it.
I'm guessing the Eluvians are going to be important, and so is Elvish history, so Merrill would be a useful person. The canon origin - the Dalish Warden starts with that mirror, Origins' last DLC ends with it, and a lot of cryptic messages about Flemeth and Morrigan. The Masked Empire confirms there's a whole network of Eluvians beneath Orlais, which the elves have re-awakened. Merrill is our canon expert on those things. It's notable that you can get to the end of DA2 with a dead Anders, an enslaved Fenris, an imprisoned Isabela, and a dead sibling, but Varric,Aveline, and Merrill will always make it through. That could mean something.

You end up fighting her if you side with the Templars and her friendship/rivalry isn't high enough (which requires you to basically ignore her completely).
