In DAI it's people,but just as always. I can't imagine what it would be like to stuck with a bunch of powerful, ambitious people "of importance", when each and every one of them wants something and usually they want it from you.

How can 9:40 be 2108 AD?
I mean, if we want a real-world comparison, I'd say that the birth of Andraste should be akin to the birth of Jesus. Andraste was supposedly born in -203 Ancient, then add another 832 years for the Chantry ages (each age has 99 years and they start with age 1, not age 0). Jesus was supposedly born in 4 BC, so if we take that date it would mean that 9:40 is equivalent to 1039 AD, just in the middle of the Middle Ages.
Well, let's say that maybe the prophet is not convincing enough. Ok, the fall of the Southern Tevinter Imperium/Western Roman Empire? That would make -165 Ancient the equivalent of 476 AD. Then, 9:40 would be the equivalent of 1473. More modern, but still in the Middle Ages.
Another one, in case someone wants to make another comparison. Let's say that the Arlathan-Tevinter War is the equivalent of the Punic Wars who gave Rome the hegemony. The A-T War started in -981 Ancient, while the Punic Wars started in 264 BC. That would make 9:40 the equivalent of 1549. At least we have left the Middle Ages behind, but not precisely by a long margin.
I know that Thedas is not the real world, so historical events aren't the same, nor have the same implications in one place and the other. Still, numbers are useful to give us a better understanding of the passing of time in Thedas too. The old Tevinter Imperium was not medieval, the same as the old Roman Empire wasn't, so I don't see much stagnation for a continent that has suffered the same as Western Europe plus Blights.
In the real world, technology regressed in Western Europe because the barbarian tribes that destroyed the Western Roman Empire also destroyed much of the infrastructure, including things like libraries. In fact, Western Europe probably would have been worse off if it hadn't been for the Church's efforts to preserve knowledge.
The East benefited from intact libraries, which accounted for the advances made by the Byzantines and the Arabs. During the Crusades, copies of these texts were brought back to Europe and contributed to some technological advances. One of the factors that contributed to the start of the Renaissance was the Ottoman conquest of Constantinople, which sent Byzantine scholars running to Italy.
Personally, I think that there are several factors for the lack of technological advancement in Thedas. One is magic. After all, why invent better medical treatments if you have access to healing magic? Why invent gunpowder or cannons if you can have a mage do the same thing? The Qunari are more technologically advanced, and they are very averse to magic. Another thing holding Thedas back is the Darkspawn. If you have hordes of monstrous creatures rampaging across your country, you probably aren't going to be focused on cultural or civil pursuits. That's completely leaving aside the possibility of technologies and ideas being mostly or totally lost, like what happened after Rome fell.
Ultimately, I think the things that are most dangerous to Thedas are magic or magical entities, and the Darkspawn.

Floods ravaged Ancient Tevinter and prevented their armies from regrouping after the defeat at Valayian Fields.

Or maybe the devs don't want any technology in Thedas, we don't have to explain everything. There was no technology in middle earth for like 1000000 years.

Mages as greatest threats such like darkspawn or abomnations are caused by them not mention another disasters we have to deal in games and see in other prodtucts.Then i would say qunari but they aren't threat to the world as they just want conquer thedas not destroy it.Also i would point red templars but i don't know much about them.

Well if we are talking about the nation's of Theads then the biggest threat are the Qunari, if we are talking about all life on Theads then the Darkspawn take the cup.

Eh, not really. It is more akin to 900AD at most.
There are approximately 8500 years of history in Thedas. If you subtract that from our current year, then you only go back to 6486BC, at which point human cultures had existed for a few thousand years.
That being said, the destruction of Arlathan and the decline of the Imperium has probably stunted technological and sociological advancements. The current technological and cultural levels of Thedas hwoever, isn't that far off.
