Even Flemeth doesn't know...
Likely an Old God.
Somehow I just seeing Flemeth as either being an Old God herself, or somehow being directly connected to them.
Obviously I could be wrong, as I am just a "boring Fereldan turnip" as Orlais likes to put it.

Flemeth is her own mom *scare chord*
Flemeth's dragon form has 4 horns though.
5 horns actually. She is also purple and not green...
It seems most likely for it to be Morrigan or Flemeth at this point. Morrigan, more so.
That would mean Morrigan has become much, MUCH more powerful. Her power may be getting close to rivaling her Mother's power.
Could be flemeth. Or we could have just legit walked into an area where two dragons are fighting over territory/drakes. In which case we need to haul ass the hell out of there holy crap.
I think the dragon is Flemeth. It's been obvious since the very beginning of DA:O that she a) sees into the future and
has been manipulating things from behind the scenes to bring about some desired, if unknown, resolution. She straight up tells Hawke that change is coming and he/she needs to be ready for it or it will destroy them all. I doubt she's talking about the situation in Kirkwall! She's very much a big picture kind of character... And I've always thought she was an "old god", or rather she was whatever they were before they got divine delusions of grandeur. I can absolutely see her swooping in at the last minute to say to the baddie, "You know, I never did like you. Give us some peace! In fact, I hear the peace of the grave is eternal..." and WHAM!!!
Besides, think of the options for a mother-daughter reunion...
"Mother...?!!"
"Well, I see you finally got here. Took you long enough to figure it out. Bah! Children these days..."
I think that 'friendly' dragon is the dragon from the previous trailers. The one Inquisitor been fighting, why? Because they both have the same style of horns. I don't think it's Flemeth. My bet is on it's just a beast. Not a shapeshifter.
Maybe there will be an option where the Inquisitor could spare its life and later on, the dragon will come to his/her aid.

I figured that it was either Morrigan or Flemeth. Morrigan was already capable of shape-shifting and she certainly has had a lot of time to learn how to shape-shift into a dragon, especially if we gave her Flemeth's Grimoire.
I'm not sure why the dragon has to be either Morrigan or Flemeth, but okay. That would be so boring.

It could just be a regular dragon, but I find it rather unlikely and/or too lucky for the heroes due to them having been described as Apex Predators in terms of actions and intelligence.
Not a Dorian fan. Just the conductor on the gutter express.
Anyway, we'll just have to wait and see what the deal was with those two dragons.
Other theory: There are two old gods left: Night and Mystery. They are fighting each other for control of the world.
Nothing wrong with a little gutter humor. Makes the day more charming. LOL
Interesting theory. That means someone dug them up before the Darkspawn did, and awakened them, and now the world has a hot mess on their hands.
Uh, I think it is a friendly dragon, and his name is Puff.
Seriously though, I have no clue, but it looked a bit Fereldan Frostback-y.

It's very reminiscent of the scene in Dawn of the Seeker where a dragon tackles another dragon who is about to nom on the Divine. I believe that was Avexis' doing.

What if.... the Inquisitor has the same power as Avexis.
First reaction was Flemeth aswell.

That was actually Cassandra's doing. She made the smaller dragon collide with the bigger one: she damaged one of its wing so it changed direction and controlled it's head like a horse, it helped that it didn't have long to live though.
That could be Morrigan.

If you stop the video at the right place, you can see the horns Flemeth has in her dragon from on the attacking dragon.
Flemeth is her own mom *scare chord*
That's ironically true.
Until further evidence presents itself, I'm assuming that the dragon is just another dragon that REALLY doesn't like the other dragon.
In the lore, every single documented case of people and dragons, i.e. high dragons or Old Gods, involved the people either being attacked, and dying, killing the dragon, or simply being indoctrinated via Dragon Cults. I may have missed some stuff, but I doubt it. Either its Morrigan or Flemeth, or it is the first friendly dragon to have ever been witnessed in the recorded/ known history of Thedas.
To me, Flemeth or Morrigan are much more likely.
And why so centric on horns? Aye, Flemeth's dragon form had horns, but Flemeth was also killed by the Hero of Ferelden. Maybe she lost some power?
And if it is Morrigan, why should her dragon form be as powerful as her Mother's? And why should it have horns? In Origins, Morrigan's first-stage shapeshift animal forms were pretty normal animals, albeit the giant spider. The animals didn't look more "magical" and dangerous until she gained enough experience. Morrigan likely could have learned the new dragon form recently, and thus she hasn't gained enough experience using it yet for it to "level" into a more brutal form, like Flemeth's. That is why the dragon seems to be a plain green high dragon.
