Yep, I'm pretty sure it was confirmed that we won't be able to set their appearance.
Also regarding the title "Now that Hawke is back, the obvious question is..."
When was it ever confirmed Hawke would be back?

We won't be able to set their appearance in the Keep as it has no character creator. However it has been stated that if either of them appear in game we will be able to set their appearance in game.

Mind you, I still think the possibility exists that the Hawke in the trailer could be a Fade construct of people's expectations of who Hawke is based on Varric's stories. So we might not get to edit that Hawke...if that makes any sense.
