Of course Cullen could strangle someone with his tighs. Men's legs and hips are just as strong, usually stronger than a female's. You just see women doing it in the media more often because of... reasons.

How can you *see* somebody's gender over the Internet?
Tallis is disliked because she is nothing more than Felicia Day's own homebrew fantasy version of herself, brought to life by Bioware because she's buddies with the Dev team. So yeah, jealousy plays into it. It's something everybody would like to have done.
It's a lot like that certain reporter character from Mass Effect 3.
