I keep re-watching the Enemy of Thedas trailer.
It appears that Morrigan stands against this unknown individual (or at least stands with the Inquisitor), as both the Inquisitor and Morrigan are attacked by him.

Not that it talks about this elf per se - but I think whatever it was that Felassan encounters at the end of TME - I think there's a wild possibility that it's all the sleeping elven dreaming nobles who have now awoken, sent Felassan out to learn about the world (and maybe others), and have broken open the Fade onto Thedas.
"IF" it were - elf lovers shouldn't celebrate. Felassan is notoriously anti-modern elf culture (I'll provide several dozen quotes if needed). I think these dreamer elves, if this wild idea has any merit, would be as hostile to any elf as they would to humans, qunari, etc. In fact, I think Felassan might even have been gauging the worthiness of modern elves... and they were found wanting.
As for who this elf is? I think... "just" another dreamer, perhaps a scout like Felassan.
As for Morrigan. She went into the Eluvians well before anyone else in modern times (that we know of) - she might have discovered quite a bit about what made the Breach and who is behind it.

Her Skin Color (and Hair Color, to a certain Degree) doesn't fit. She is repeatedly told apart from Others by having a significantly darker Skin Tone than usual Fereldan People,

Spoiler. She also is usually depicted with white Hair. This doesn't come across very well in that specific Picture because of the Fire.
