Not that it talks about this elf per se - but I think whatever it was that Felassan encounters at the end of TME - I think there's a wild possibility that it's all the sleeping elven dreaming nobles who have now awoken, sent Felassan out to learn about the world (and maybe others), and have broken open the Fade onto Thedas.  

 

"IF" it were - elf lovers shouldn't celebrate.  Felassan is notoriously anti-modern elf culture (I'll provide several dozen quotes if needed).  I think these dreamer elves, if this wild idea has any merit, would be as hostile to any elf as they would to humans, qunari, etc.  In fact, I think Felassan might even have been gauging the worthiness of modern elves... and they were found wanting.

 

As for who this elf is?  I think... "just" another dreamer, perhaps a scout like Felassan.  

 

As for Morrigan.  She went into the Eluvians well before anyone else in modern times (that we know of) - she might have discovered quite a bit about what made the Breach and who is behind it.

Someone else already made the speculation, but she really could be Gleam from the comics. Her age, hair color, attitude and feiry passion / magic.

Her Skin Color (and Hair Color, to a certain Degree) doesn't fit. She is repeatedly told apart from Others by having a significantly darker Skin Tone than usual Fereldan People,

which ultimately lets her Templar Father identify her as his Daughter

. She also is usually depicted with white Hair. This doesn't come across very well in that specific Picture because of the Fire.

Sorry to bring this back sort of randomly, but I've had a few thoughts about the situation for a while, and I didn't want to start a new thread if there already was one...

It isn't made clear who Felassan is talking to at the end of TME, and when I saw this guy appear in the trailer, I was thinking he must be Dalish. According to the Dragon Age wiki, Morrigan arrived in Orlesian court in 9:37 Dragon (I believe Inquisition begins 4 years later in 9:41 Dragon), and is an adviser to Celine, "who had long sought a source of magical knowledge untouched by religious dogma." If the accessing the eluvian network were a goal for Celine, while Morrigan (who knows quite a bit more about the eluvians than we do) was her adviser, it seems possible that what we are seeing in this picture is Felassan's fate. Morrigan and he meeting in the fade, and her ending his life, his purpose served. If this is the case, it begs the question, was Flemeth right when she said Morrigan was the real danger? I guess we'll find out in November.
