Maybe it's Vengeace/Anders (Vengers?) talking to the Divine at the end of the mage/templar subplot and the footage shown while he's talking is unrelated.

My real nick the last 20 years has been Ouroboros. But someone stole my nick on BSN, so I named myself "someonestolemyname" in anger and the rest is history :(

We have no clue the context of the bad guys monologue.  He could be talking to a group of people, he could just be talking to the Inquisitor, who knows, only BioWare does.

 

But if it is one on one with a Dwarf/Elf/Qunari, I can't see it mentioning The Maker.  A lot of extra work and effort goes into allowing us players to play as those extra races, it would be a rather poor decision on BioWare's part if they wasted all those resourced on additional races but didn't change a few lines of dialogue so it makes sense playing as those races.

 

If my Dwarven Inquisitor is called Herald of Andraste by the human farmers and other small folk, I can accept that, if he's called that by Cullen and other Inquisition members, that's poor writing to allow us these races but still give us a human story.

to be fair most elves aren't dalish and if they believe in anything it would be the maker. And a vasoth could possibly be a believer and dwarfs can be too...just rare

I am looking forwards to when this thread starts talking about whether Andraste is homoouosios with the Maker or not. 

The strength of this (fictional) religion is the idea that the Maker has turned away from the world and that his followers have to be "worthy". Not sure if this would give hope to its followers but it does solve the argument "why is there suffering?", ah sort of.

 

Andraste (Victory) Roman name for god worshiped by Boudicca.
