Ignore smash and use all the melee specs from fitness. Lash Abombs and phantoms into hack circles and then light melee them to death.
I think it's Smash(4a)and then Charge the target. I tend to skip Lash on the Vanguard since the Adept is the best with it. The Ex-Phoenix Human Vanguard is like a watered down version of the Adept in my opinion.
The Talon seems to be better on the Adept in my opinion since you can prime with pretty much every power of the Adept's. For Vanguard, I use Shotguns.

Venom or Talon. The only difference in the builds is electrical damage for smash on the venom build and biotic for talon and cooldown in the passives for the venom and weapon damage for the talon. I don't do biotic bombs with the venom because everything is pretty much dead anyway. Run to a spawn, venom at the feet and then smash. Charge in emergencies to get barriers or to keep your power damage boost up. With the talon it's more about quick bombs. Smash through a wall and then charge, shoot what's left and move on.
EDIT: Also throw the Hornet on every now and then and role play. Unfortunately I'm on the peasant race and can't mod my Hornet into the Hornet XXX or whatever the Dragoons actually have.
Charge - Radius, power synergy, bonus power
Smash - Biotic combo, damage, armor damage
Passives - Power, power, weapon damage
Fitness - max melee
I don't play him as a melee-focused character even though I spec into melee. I kill a few mooks with melee, and use it to finish off some enemies. The main reason for this is to activate the power synergy on fitness rank 6a.
Weapon - varies. Venom, eagle, wraith are my top 3 choices. Graal and Talon sometimes. I always take geth scanner and power amp module.
Strategy: Straight forward. Charge > smash (if BP is activated), else melee or dodge roll from mobs. Or just shoot after charge. I play extremely aggressively with this guy. He is probably my most 'aggressively' played character. When it clicks, he is an unstoppable force.
Thanks people, this is one of the classes I have never done the wave challenge points for so I have some work to do with him. I think I'll stick to the Talon as a weapon. I'm not good enough with the Venom and I just don't like the Wraith most of the time.

Tbh I don't like the Pheonix Vanguard the Adept is really fun though. Singularity and lash combo for tons of explosions.

Charge: Salami Jesus, pls. Always always take Radius 4b in charge. Hitting and staggering 3 enemies is always better than doing about 10% more actual damage to a single target. The only Vanguard who could should even contemplate 4a is the Kroguard due to his very high DR, stagger resistance and higher base damage. Bonus power is a great choice for him, regardless of build.
For Smash, I like the Biotic option and Armor Damage. This pushes all your damage up from and does it to two targets. Because Smash already has a bonus to Armor damage it's fairly easy to push the total damage above 5000. Taking the Electrical option will push his total Smash damage to 7000, but you lose your biotic primer and it takes 8 seconds to get the full damage. Neither is a bad choice though. I don't think you need the radius+1 option since Smash already hits two targets. Either way, prepare to be annoyed by swarmers.
Usually I skip lash. When I want to be a Lash-hole I do it as Batarian Scum.
The Phoguard has a pretty straightforward tactic that other posters have mentioned and it involves using a few tricks to minimize being exposed while Smashing. The first is using his heavy melee to cancel Smash. This lets you knock off a good chunk of the animation time and generate another 1-3k of AoE damage. The second is to use your strafe buttons during the Smash animation to slide to the side. Play with it and you'll see that he can slide pretty far and this allows you to either move into cover and hide from enemy fire, or slide out so that you're only exposed as you cancel into heavy melee (which needs LOS to hit).
When you're playing, try to emulate the following chain:
Charge --> HeavyMelee --> Shoot --> Smash --> Cancel with Heavy Melee --> Shoot --> Charge, repeat. You'll get the occasional BE and keep an eye on your bonus charges.
Preferred weapons are the Wraith and Talon.

I use him with the Mantis(yes, I'm serious =P).
Screw the rules. Snipe them from point blank range.
Probably not the most effective way of playing it, but I found it fun anyway.
