Yes, there will be no direct imports from previous game into Inquisition. You'll just have to make your choices on keep and they'll upload and you can then play normally, I don't know exactly how (out side Keep being a cloud service, if it makes sense to you) but it's going to be simple and efficient. If you don't want to use Keep your only choice is to use the default save they'll provide.
