Blackwall- Seems like an honorable person
Varric- Because it's Varric and he cares about the people the inquisition is trying to save.

Not a party member, but I would probably put Leliana is the Number Two. Although espionage is her specialty, she has enough experience with diplomacy and war that I would trust her to handle matters of any import. Cullen makes a distinct possibility as well, I'd imagine he'd have a wealth of experience, I just think Leliana has more.

They don't have to one of your companions always betrays you in the game. Morrigan and Alistair both betray you depending on your decision and Anders straight up starts a war right under you nose and says "Hey stuff happens"
Vivenne strikes me as someone who loves her position so much that she'll do anything to make sure that she keeps it or gets more power..... once she sees that she can get that through betraying you or undermining the Inquisition she'll do. Mark my words.

I've got to got to go with "Ispeakthetruth" on this, Vivienne, who is shiny and gorgeous as hell, just oozes betrayal. But expecting betrayal from her is possibly part of her charm.
I would consider putting Leliana or Morrigan as second in command, simply on the basis of their experience, after a considered interview to determine their dispositions. Ideally I would put a diplomatic subordinate in charge, reserving strategic decisions to be made by an expert council with a watch commander to make emergency decisions should a rapid response time be required.

Based on female warrior inquisitor.
Skyhold second in command: Cullen, he will hold the keep or die trying.
Team Bravo leader: Cassandra or Blackwall, depending on whom we are fighting. Psychologically, I'd use Cassandra if fighting against Templar, and Blackwall if fighting against mages, in the hope that team Bravo may make the opposition think twice about attacking them.

Cassandra would be the one that i'd pick. Reliable, experienced and different enough from the idea of my Inquisitor that she can cover areas that my Inquisitor won't be able to

Without digging to deep into the ones I know little about, probably Blackwall. I beleive he can follow orders well and can make decisions without direct intervention.

Interesting approach... you could probably get by with bringing her on most, if not all, missions and deferring to her judgement. If she doesn't offer advice, make a decision based on her previous input. I'm not really sure if the game's dialogue choices will allow you to maintain this dynamic for long, but it's worth trying... there may be a way to avoid direct leadership and instead accept only the role of figurehead.
