You have to go to the website and use the Keep program.  Then, when you play DA:I, you log onto Live and the game should ask you if you want to load that world state... afterward you can disconnect from Live if you want.  That's about it.

Yes, the Keep will save up to 5 different world states.  You pick one that will be downloaded via Live, and then when you start the game on 360, it will use that pre-selected state.  If you want one of the other 5, you have to go back to the Keep and select it, however...  you can't choose between states from the 360 menu.  It's a little cumbersome maybe, but I'm sure the Keep thread explains why it has to be like that.  The devs have been posting a lot of info about it and why it has to be that way (mostly avoiding import bugs and allowing it to be multi-platform, etc).

so you can create the world state on line..well five of them and then you can just choose one of them whenever you start a new game. That doesn't so bad like they will stay there as long as the game is live

i had a similiar question to this a few days ago. i believe dragonage keep will be an upcoming website and you'll put your world state in that, and then you can import that into your game if you are signed in to the bioware/EA servers.
