Nope. Shale has been confirmed to not be in DA:I, as well as Zevran. I think they are the only ones confirmed by the devs not to be in the game though.
Wynne isn't either, because (how do I use spoilers in this thing)
Do we know every single companion we'll get?

One of the best things about old Bioware games was you didn't know who and when you were going to pick up someone as a companion.
Take Mass Effect 2, the surprise characters in that were a big shock, and IIRC for Mass Effect 1 we hardly knew anything.
Wondering if it's even possible there are some companions that we don't know about yet.
Hm...I wouldn't put it past them to not tell us everything 
(I seriously wouldn't...as much as I would like to know everything (well, almost - I still want to play the game after all 
))

ps: That's a hope that I have (and that some of what they say is dissinformation...might be cool to be actually happy about being lied to - instead of angry like with ME3 (endings which didn't exist...choices etc.
