ok so i beat ME1 twice and abit on my character to get the lvl 60 achivment. imy first play through i did illious no knowing that it was the last mission and that u couldnt do quests after. so second time i got to lvl 56-57 i forget so i starte a new game and got the 60 after a mission. now im wondering if i have to finish the game again to get the lvl 60 import bonus or wat? i really dont want to finish the game again but i want those bonuses so any know how it works?

Yes, you need to finish the game to create a new import with the lvl 60 Shepard.
