You can cast blood magic in front of the Knight Commander and she wouldn't bat an eye.
Gameplay and story segregation.
Meredith's too scurred to fulfill her duties.
Because the game seems to be geared towards you being a Warrior or even a Rogue.
I say Warrior because of the Arishok and the Duel.
Fits better as Femhawke Warrior that romances Anders for the Leandra and Malcolm effect.
Hawke is also very ignorant about a lot of Circle and Mage stuff, Hawke doesn't even know what a phylactery is and doesn't recognize Blood Magic right away and acts surprised, in Act 1, if you have Act realize that Blood Magic is being used.

I believe there's a bit thrown in in a later Act that indicates that Meredith realizes she can blackmail you using your status as an apostate.
According to that DA:O templar, Kirkwall ones are just being bad templars. ![]()
How do you find an apostate? You must spot how they hide their magic, their facades, and the clever, skilled subterfuge they possess that allows them to slip-by with nary a notice. The average clothes, the seeming normalness, the way they don't rub their faces in the knight-commander...
Ergo the guy strutting around flamboyantly fireballing people in a long dress and staff must thus not be an apostate. Duh.

I get that Hawke has plot armor and is the main character, but is there a in game reason to why Mage Hawke can get away with being free from the Templars?
Basically, Hawke kills a lot of people who make the Templars lives harder. Meredith says as much in Act III before things go completely to hell.
Also, David Gaider says that Hawke in-story was more circumspect about his actions than gameplay allowed.
By the time he's the Champion, the nobility and citizenry were protecting him too.
The Templars know that Hawke and his group could kick their asses. It's easy to look the other way when a) you know you will lose the battle and
you see a very powerful potential ally that could help you in your other disputes.

I get the impression Meredith could have dragged Hawke to the Circle but noticed the large number of dead Blood Mage corpses which Hawke delivered to the Templars doorstep so decided to see where this led.
A pity she never realized Hawke was behind a lot of TEMPLAR corpses too.
It may seem uncharacteristic of Meredith but my impression is she's more politically savvy than she appears and understands Kirkwall's Circle is leaking like cracked pottery.
