Actually, they are (just for guys). Should you simply google "protective cup" you will see it is considered "Protective Mens Safety Equipment". Not that in middle age someone knew about such things, they simply protected anything they could.
But jokes aside - even if it is a bad lighting (remember Nyreen's breast in ME3?) it DOES look like re-use of male-bodies for female models. Why those who make official pictures are neglecting obvious bugs (floating objects, lightning showing things that are not there, and so on) I do not know. Sometimes it looks like PR department simply do not care about game presentation.

Surface dwarves clearly do have other options, because we've seen a lot of them in non-carta roles.
Making the protagonist young might work, but they'd have to be really young and I'm sceptical that would work well in a game which doesn't seem to be written as a coming of age story like DA:O. I mean, the basic issue of why they would send a callow youth on this mission would be a problem
(And age differences with LIs would be an issue)
To be honest, they might be surfacer dwarves in non-carta rules by that doesn't mean -you- have the same options. Not everyone is created equal and to be honest, it's criminal syndicate. A benevolent Surfacer Dwarf could of just made a mistake when they were young, got involved in things they shouldn't of and now are far too deep to escape.
They know they can't just leave because they'll be chased all over Thedas, thus walks in the Inquisition. The Dwarf now has something to protect themselves from the Carta and the follies of youth. Something to ensure they are safe from the Carta and don't ever have to go back to that life.
It also sounds like they were born in the Carta (It says you're part of the Cadash Crime Family), so you were literally raised among them.

Start out as the child of the head of the carta, during the game woo the child of the person in charge of taking the Carta down.

That's almost asking for a minor quest based on your background, with the crime family coming to you to ask about your mission and your current status. The initial lines could provide the player a chance to decide which kind of relationship they had with the Carta. Not unlike the first conversation with Beraht in the Dwarf casteless origin in DA:O.

Nothing says the protagonist can't have character development too (when I roleplay in Bioware games, it tends to happen naturally, in fact). The Dwarf can have the skills, but not the leadership qualities nor the confidence. However, what happens when you take that poor guy or gal out of the toxic Carta environment, make them witness a world-shattering event and give them responsibility and trust instead of orders and exploitation? The story practically writes itself (note to myself: more ideas for future Inquisitors).
I find Carta background to be pretty interesting, it doesn't "force" the player to chose specific personality. Even good dwarf might've joined Carta out of pure necessity, having no other choice. We also don't know the reason for house Cadash's exile. Perhaps they aren't welcome to visit dwarven cities as merchants due to some events that happened in the past. Perhaps smuggling lyrium and/or doing some other not so legal stuff was the best way to survival for them. Anyway, it's up to player to decide if said dwarf enjoyed being a member of Carta or resented it and had some redeeming qualities.

Who's to say that Cadash is going to be any different? The game isn't out yet. All I'm saying is let's not rush to judgements. Let's be grateful we have a multitude of races to choose from again, and to a limited degree, a choice of origin.

I hope they use the time to think about the strange codpiece for females... or the really extremely skinny female elf. Sera looks just fine, but that Inquisitor armor turns female elfes into skeletons.
The nature of the Qun being what it is, I imagine it's pretty difficult for one of the qunari race to actually stay as just a Vashoth for very long. No matter where you go in Thedas you'll always bring attention to yourself and with it attempts at re-education.
Edit: But re-reading it again, it seems more likely to be a simple error.
Sorry to res this, but i think its more of a correct retcon then an error.
I believe at some point you will face something that forces you to act directly against the Quanri or the Qun.
Vashoth do fight against the Qun they just don't believe they have a place in it.
I find it hard reconciling a Vashoth that would fight against Qunari under any circumstance.
The Qunari have the racial benefit that will be important in the very early game but as the game goes on that 50 health isn't going to be anything. At lease the Dwarf and Elf resistances are percentage base and will always pay off and the human's early ability point will make for a much stronger build much faster in the game.
Not if your a mage 50 health means more points in mana!

People were hoping the established rules of the race set by two games were somehow going to be changed for the third one.
