In DA2, we were more restricted in our character options because they had a pretty specific story they wanted to tell about Hawke and the Amell family. In Origins, it was a lot more loose and you could headcanon quite a lot without contradicting the game at the expense of a deeper connection/more compelling plot line for your character. In my opinion.
It appears that in Inquisition we're getting a middle ground between the two. We get a lot more choice in who we are, but there are boundaries and those boundaries are more prominent than in Origins. That said, it sounds like there will be a lot of in-depth content focused on who we are and reactions to our backgrounds. So it can't be limitless. The requirement of Vallaslin helps guide us towards the idea that we are probably loyal to our Dalish clan and grew up with those teachings. You can probably start to break away from that via choices you make almost as soon as the game starts, if you want to (you could easily think of it as being that as soon as your Dalish character is exposed to the outside world, they start to think the old ways are bunk, or however you'd like to think of it).
I am in favor of this approach. I prefer the ability to make a stronger, more specific story, but I like to have as much choice within that as I can. It is a delicate balance, for sure. I'm very much looking forward to the experience.
I personally like the tattoos and I'll feel more connected to the back story. I hope there are new designs, however, and I would like for some descriptions of which designs refer to which gods/goddesses somewhere, even if it isn't in-game.
