Sightseeing is Volo's quest where you should fight yuan-ti (about 6 of them, 4 at the same time). It's related to relic of shattered spear quest and Valdn'ya quest Batiri bargain.
Heavy weaponery is quest that you should complete before you can get Batiri bargain quest.

It may sound like a smart ass response, but yes, there's a general advice: return when your level is higher. Explore everything and do the easier quests first, fight some random encounters, and go back to that dungeon when you're better prepared. I haven't played SOZ in ages, but I remember that quest as one of the hardest if you try doing it at the suggested level.Any general advice how to deal with hard quests?

The sandbox format allows you back off encounters that you are not sure of do more exploring. Random encounters ensure that you will pick up more experience points in the process and you may find more crafting materials to make better gear with at the same time.

Keeping in mind that in SoZ you won't be holding on to creature parts to enchant your gear. You just need gold, the feat, the recipe, and the appropriate spell.
I completed Sightseeing at level 10. It wasn't that hard and I didn't use many buffs. I'm now at chapter 2. I reached chapter 2 before, couple of times, but I give up. Hope I finish this game.
