Well, my credit card was charged immediately after the purchase, in fact I have already paid the bill that listed the purchase on Origin.

 

Mine too was charged immediately after purchase, but I'm also in Brazil like you. Maybe it's just the way Origin BR handles pre-orders? I remember being immediately charged for my pre-order of ME3 months before release, too.

Mine Nov 15 to preload. Why don't they just allow everyone preload earlier so we can unlock it much faster on release

Not usually. Usually your money is processed at a set time before the game releases. Depends on the retailer and I don't quite remember the exact timing for Origin.

 

Holy crap, I'm glad I saw that. I need to make sure I got £60 in my account from now until December :<

November 17 for preload. Not that it matters cause I just found out I have exams starting on the 24th
