I think shiny tins are very nice, whether or not you want to pay 10 bucks just for that...is up to you.
You also get a DVD disc, a comic book issue, annd an art book. Those items would easily run you well over $10.

If you just want to play the game and nothing else, save the money and go with the Standard Edition.

Are you someone who's interested in watching a Making Of DVD in it's entirety? Reading through the Art Book? If so I think it's worth the extra $10. The Collector's Edition seems tailored to people who are not only fans of the series, but are also intrigued to learn more about the how the game was created.

Is that is or does it come with the free dlc?
Or do both normla copies and LE get free dlc?

If you have any interest in the making of ME2, and the art, I highly recommend the ME2 CE.

You will get a bonus armor, weapon, comic book, and tin case in addition to what I mentioned. No extra free DLC missions for CE announced if that's what you're asking for.
For me, while they are nice perks, I could probably do without those. I'm hoping there'll be a lot of content in the Making Of DVD and some cool commentary with the art work.

Jav's point on the free DLC packs should pretty much sell anyone over to the CE side. The money will be saved fairly soon after release I think considering what you'll be getting.
