Would wreck unshielded mooks, but absolutely fail against anything else. You'd also have to get up close and personal with the enemy to get the benefits from Defense Drone, IIRC.
To make it more MP legit, yet still struggle against armour, you could give it biotic orbs instead of defense drone. The cooldown wont really benefit pull or throw, and it can't prime armour. Though I suppose the debuff would still be somewhat useful, and you could use it to chain an awful lot of biotic explosions very quickly.
Incendiary Ammo would really go along well with Throw. Lots of easy Fire Explosions if you bring an Acolyte/SMG.

Well, you could try to lure enemies with Decoy into your Hexshield and pray.

I actually find it beyond laughable that anyone would suggest blade armor (also Fortification and Devastator Mode) for a "worst kit" thread. It has a rank 5 evo for Shield Regen Delay. With Shield Regen taken at both rank 5 of Fitness and Blade Armor (or Fort/DM), along with a Shield Power Cell III and a Multicapacitor V, you can get the average kit down to 1 second, even lower for some others. A Geth Trooper (who has rather nice shields, as well) can get it down to 0.6 with Geth Passives + the loadout above, or 0.72 (+20% shields) if you use a Stronghold V instead of a Multicapacitor V. This means that you're never in any real danger; you just need to take cover for literally one second and you're good to go. This means you spend more time actively fighting and less time doing other things.
Anyway, my own idea for a "Worst Kit" is...
- Homing Grenade OR Carnage
- Cryo Blast
- Decoy
I know it's not legit terrible, but hear me out:
Logic: Cryo Blast isn't bad, but it's an inferior Snap Freeze. Decoy only works on specific enemies, much like Cryo Blast. And Homing Grenades? I admit this is largely personal preference, but since I pride myself on my lobbed arcs in shooters (I LOVE stuff like the Falcon or Venom, and can reliably get them, or grenades, behind/around cover) a grenade that I can't aim where I want and is slow is quite honestly a colossal pain in the butt, to me. As for Carnage, it IS a good power overall, but I feel it's cooldown is too long for what it delivers, making it rather inefficient.
Also, on the topic of the Volus Mercenary: Sure, it lacks offensive powers, but it's easy mode for soloing. Seriously. I get too many useless PUGs who regularly bleed out within the first 20 seconds of every wave, so I make them suffer by watching me solo using this thing. If they want to leech me for credits, I'll damn well make them wish they stayed in the game!

Seeker Swarms are perfect for providing minuscule damage resistance, and detonating the game's weakest biotic explosions. Which this kit can't prime. So they are basically useless.
Hex Shield should be specced for zero damage and max size, so you can prevent your squad from doing any damage either.

Well actually, I guess that would depend on how the TC damage and AR damage would stack together.
I would assume that incendiary glitching with incendiary grenades / flamer / TC would still be more powerful however.
@ranylyn, I agree on fortification and blade armour as they're great powers, but devastator mode could cripple you if it's on a kit with low base shields, as even of you take the shield recharge evo, the reduced speed and loss of dodge on something like a vorcha just wouldn't make up for it.
Yes and no. Ever notice how Vorcha and Krogan Warlords regen their health faster while their shields are also recharging? (Well,okay, I've only ever actually noticed this on a Krogan Warlord, since Vorcha Shields are just THAT low.) I could see that being freaking amazing on a Vorcha despite the low shields. It would be a valid point for Drell run-and-gun, though. However, you could help counteract this by running to a distant perch and "sniping" with the harrier, and simply disabling devastator mode when you need to move again. (This is a tactic I've used on a few characters with the spitfire; it only slows you if your currently held weapon, so I switched to another one to move around, found a distant spot, and opened fire.)
Definitely not optimal, but far from terrible.
